Allegheny County − Octubre 14, 2025 – Today, Sen. Wayne Fontana announced that five affordable rental housing projects in the 42nd Senatorial District will receive a total of $7,945,471 in federal tax credits award through the Pennsylvania Housing Finance Agency (PHFA).
“I was proud to advocate for these projects and am very pleased to see the PHFA make such a substantial investment into the 42nd Senatorial District,” Fontana said. “Accessibility to affordable housing is essential to the well-being of our communities and that continues to be a priority of mine.”
Fontana has helped to secure over $23 million in loans, grants, and tax credits for affordable housing, housing assistance, and homeownership initiatives over the past five years.
The Chartiers Avenue Apartments in McKees Rocks was awarded $1,850,000 in federal Low Income Housing Tax Credits. The proposal is for the new construction of one four-story building, consisting of 35 one-bedroom and 9 two-bedroom units for general occupancy. There will be nine accessible units and the development is estimated to be a total of 54,548 square feet.
The project at 412 Seventh Avenue Downtown was awarded $1,136,407 in federal Low Income Housing Tax Credits. The project will convert one six-story building, consisting of 30 one-bedroom, and 10 two-bedroom units for general occupancy. There will be six accessible units and the development is estimated to be a total of 58,530 square feet.
The Hill Top Villas project on Broadhead Fording Road in Fairywood was awarded $1,668,218 in federal Low Income Housing Tax Credits. This proposal is for the new construction of a one-story building, consisting of 48 one-bedroom units for senior 62+ occupancy. There will be six accessible units and the development is estimated to be a total of 46,703 square feet.
Riverview Manor in Brighton Heights was awarded $1,662,042 in federal Low Income Housing Tax Credits. This project will preserve the nine-story building, consisting of 98 one-bedroom units for senior 62+ occupancy. There will be ten accessible units and the development is estimated to be a total of 44,780 square feet.
The Ross Lofts Downtown was awarded $1,628,804 in federal Low Income Housing Tax Credits. This project at 100 Ross Street consists of the construction of a five-story building, with 15 efficiency-bedroom units and 31 one-bedroom units. There will be nine accessible units and the development is estimated to be a total of 67,730 square feet.
The federal tax credits were awarded by PHFA, which works to provide affordable homeownership and rental housing options for older adults, low- and moderate-income families, and people with special housing needs. Overall, PHFA awarded $66.5 million in tax credits to support 1,900 new and rehabilitated affordable housing units across the commonwealth last week.
