Allegheny County – December 16, 2025 – Today, State Senator Wayne Fontana announced awards totaling $6,490,251 in Neighborhood Assistance Program (NAP) funding to community initiatives and projects serving the constituents of the 42nd Senatorial District.

“It is great to see such a substantial commitment to the organizations helping our family, friends, and neighbors,” said Sen. Fontana. “This is another example of government, business, and non-profits working together to improve our community.”

NAP encourages private sector investment into projects that helps improve distressed communities by providing tax credits to businesses that donate capital to support projects. The funding can be used for projects in categories including affordable housing, community services, crime prevention, education, job training, food access, blight, special population issues, veteran’s initiatives, and long-term community revitalization.

$55,250 from Duquesne Light Company, First National Bank, UPMC Health Plan

The Good Food Project’s Zero Waste Kitchen turns surplus food into 1,300+ nutritious, frozen meals each month. Packed in compostable containers, they are distributed to people facing food insecurity.

  • ACH Clear Pathways

$16,250 from TriState Capital Bank

ACH Clear Pathways will bridge the digital divide by providing updated technology and arts training to youth. The new equipment, including computers and software, will support their Art-Entrepreneur Digital Media Lab, helping students develop technical skills and economic empowerment.

$90,000 from Dollar Bank, TriState Capital Bank

ACTION-Housing will expand its Housing Connector program to help people with disabilities find and secure affordable, accessible housing. With additional staff and funding, they will serve at least 100 individuals annually, providing financial aid and reducing waitlists.

Bark Real Estate, LLC is renovating an office/warehouse at 921 Saw Mill Run Blvd for its new tenant, Aeronics, Inc. The project will include exterior and interior upgrades, such as new parking, electrical, flooring, and a wet lab.

$72,000 from S&T Bank, Dollar Bank

The Bhutanese youth of Pittsburgh faced unique academic barriers, and BCAP’s after-school program provides a solution. It supports 90 students with academic help, while offering 24 high school mentors workforce development and leadership skills.

$45,000 from Hammel Companies Inc.

Bike Pittsburgh will increase access to bike education and resources for District 9 residents. The program will offer free riding lessons, provide bikes and safety gear to youth, and train community members to be certified instructors.

$26,000 from UPMC Health Benefits, Inc

Casa San Jose offers a 10-week Direct Care Worker Training Program for low-income individuals in Pittsburgh. The program equips participants with skills and certifications to secure stable, flexible employment and achieve financial independence.

  • Early Excellence Project

$45,000 from Schell Games

This project will help child care providers in four Allegheny County deserts by providing advisory services. The goal is to stabilize their businesses, preserve and expand child care slots, and strengthen local economies by improving efficiency, enrollment, and staff retention.

$500,000 from the Enterprise Zone Program

A six-story, mixed-use building is being built on a former industrial site in Pittsburgh’s Strip District. The project will create 199 rental units, with 20 designated as affordable housing, and add 20 permanent jobs through new retail tenants.

The Greater Pittsburgh Community Food Bank aims to reduce food purchases and increase fresh, nutritious options for families by incentivizing farm and retail donations. Pennsylvania businesses can receive tax credits for donating, which will help cover rising costs.

Year 5 of 6. The Hill CDC is focused on revitalizing its neighborhood by creating a mix of affordable commercial, rental, and for-sale housing units. The organization will also continue to support small businesses and entrepreneurs through various training programs.

The Hill CDC is addressing the need for affordable housing by renovating several buildings on Centre Avenue into 10 new rental units. These units will be available to low-income households and at-risk residents, helping to prevent displacement and eliminate blight.

Jubilee is working to combat food insecurity by expanding its food programs, including daily meals, walk-in pantries, and home delivery. The goal is to provide more healthy, diverse food options to families in need and increase the number of households served.

Junior Achievement is helping 300 K-8 students in the Sto-Rox School District by providing financial literacy and career readiness programs. The goal is to equip students with essential life skills and increase their long-term economic mobility.

Light of Life will use funds to buy and distribute over 600,000 meals to combat food insecurity and homelessness in Allegheny County. They will purchase fresh, frozen, and culturally relevant foods for daily meals, a client-choice pantry, and mobile outreach.

Year 5 of 6. McKees Rocks Community Development Corporation is working to reverse economic decline by revitalizing business districts and creating affordable housing. The plan includes a restaurant incubator, a workforce hub, and a new 44-unit residential building.

North Hills Community Outreach plans to implement a Family-Centered Coaching model to streamline its services and empower clients. Funds will be used for program staff, food pantry supplies, basic necessities, and rent/utility assistance to prevent homelessness.

Year 5 of 6. The NSLC is working to revitalize the Northside by supporting local businesses and housing initiatives. The plan includes helping 4-6 new businesses open, offering workshops, and assisting with outdoor dining. It will also support affordable housing and neighborhood outreach.

PA Women Work is expanding its workforce development services to help low-income jobseekers in South Pittsburgh. The project will train 75 individuals, providing career coaching, workshops, and supportive services to help them find living wage employment.

Pittsburgh Community Reinvestment Group will assist 50 small minority businesses by providing technical assistance, mentorship, and support to secure $500,000 in equity and loan investments. The project aims to create a more inclusive business base and address systemic barriers to economic growth.

Year 5 of 6. The PDP plans to revitalize Downtown Pittsburgh by accelerating economic growth. They will support human services, train a workforce to pressure wash sidewalks, and open new businesses. Their goal is to create 500 new residential units, 30% of which will be affordable.

This project will create 16 “Building Science Champions” from affordable housing and energy-efficiency organizations in Western PA, and support 8 employers. This will expand building science knowledge to improve construction quality, reduce energy costs, and lower the total cost of home ownership.

PHDC’s Business Incubator helps entrepreneurs achieve financial independence by providing one-on-one counseling and a 12–24 month program. The goal is to assist 100 new business ideas and accelerate 25 existing businesses annually.

  • Point Park University

$184,500 from Clair Global, Community Bank

Point Park University is partnering with HXOUSE to address Downtown Pittsburgh’s economic distress. The PGHXOUSE project will train 20-50 underserved individuals in creative careers like event production, with 50% of participants securing a paid job or internship.

  • The Greenwood Plan

$32,250 from First National Bank

The Greenwood Plan will renovate a downtown Pittsburgh building into a small business incubator. The funds will be used for critical elevator upgrades, ensuring the space is accessible for 40-50 low-to-moderate income entrepreneurs.

  • Mid-Atlantic Mothers’ Milk Bank

$81,250 from UPMC, FNB

The Mid-Atlantic Mothers’ Milk Bank plans to increase its milk processing capacity by 80,000 ounces per year to meet the rising demand from regional hospitals. Funds will be used to purchase and install new pasteurizers and other essential lab equipment.

$142,500 from TriState Capital Bank, Key Bank

Year 3 of 6. Uptown Partners of Pittsburgh is revitalizing the Uptown neighborhood by tackling blight, housing, and environmental issues. The project includes cleaning services, blight remediation, and a new community garden. Funds will support these initiatives, along with new public art and a farmer’s market.

  • Urban Impact Foundation

$216,000 from F.N.B. Corporation, Dollar Bank, Frank B. Fuhrer Holdings, Incorporated, KeyBank, TriState Capital Bank

Urban Impact is renovating a warehouse to provide workforce development for Northside high school students. The project will create a permanent shop for construction trades and 15-18 classrooms to help students achieve economic independence.
